This annual report covers the period from Oct. 1, 2024 to Sept. 30, 2025. The purpose of this report is to provide a comprehensive overview of the activities, achievements and financial performance of the Interstate Commission of Nurse Licensure Compact Administrators (ICNLCA) throughout the report period. It provides a summary of recent accomplishments and a preview of what we will achieve as a commission in fiscal year 2026 (FY26).

Discover which states utilize Clean Slate laws, which allow some use or exception of criminal background information by licensing agencies, and which prohibit this use entirely. You will learn how Clean Slate laws may affect state participation in interstate compacts.

We will review common NLC topics that are frequently misunderstood. Topics include:

• the 60-day residency rule,
• conversion to a single-state license when there is a PTP action,
• when criminal background checks are required,
• defining encumbrance and expungement in relation to multistate license eligibility.
